Secretariat

Collaborative development of strategies to address National Framework priorities requires good governance and appropriate coordination and networking.  As an interim measure, Health Canada and the Canadian Centre on Substance Abuse are continuing to act as an informal secretariat, managing and assisting Framework partners to:

  • seek endorsement of the National Framework from their ministers, boards, or governing bodies;
  • identify, lead and/or participate, within available resources, in thematic workshops addressing specific priority issues identified in the Framework; and
  • self-identify areas where each organization/ partner wishes to play a more active or leadership role.

A longer-term governance model will emerge following the second National Framework Forum, anticipated in the late spring 2008.

Persons who use alcohol or other drugs and substances, all three levels of governments, non-governmental organizations, First Nations, Inuit and Métis organizations, industry/private sector and other communities of interest and concern are all integral to the ongoing development and implementation of the National Framework.

The informal Secretariat includes:

Michel Perron Chief Executive Officer, Canadian Centre on Substance Abuse
Linda Dabros Director, Office of Drug Strategy Secretariat and Strategic Policy, Health Canada
Carolyn Franklin Senior Advisor, Canadian Centre on Substance Abuse
Marjorie Ward Senior Policy Analyst, Office of Drug Strategy Secretariat and Strategic Policy, Health Canada
Gisèle Chantigny Executive Assistant, Office of Drug Strategy Secretariat and Strategic Policy, Health Canada
